Residence without work — D.1
English and Spanish searchers type “passive residency” or “residencia pasiva”. Officially this is D.1, residence without work.
Source: D.1. Residència sense treball: autorització inicial — Govern d’Andorra. Renewal is D.2. Article 96 of Law 2/2026 (BOPA) revised the non-lucrative investment and AFA income. The live D.1 page can lag the BOPA text. If they disagree, use the law.
What the official page currently names
On 29 August 2026 the Government’s D.1 page carries three named subtypes. The headings do not show a D.1.1.
D.1.2 — professionals with international projection
The page authorises residence and a professional activity on these terms:
- the seat or base of the activity is in Andorra;
- the professional may have at most one person on an employment contract;
- at least 85% of the services rendered must be used in a country or territory other than Andorra.
A newcomer who comes within the quota then set by regulation, and who establishes principal and effective residence in Andorra for at least 90 days per calendar year, may apply. The page also asks for economic viability of the activity (prior accounts, or a three-year business plan if the activity is new) and for qualification and experience in the sector.
D.1.3 — scientific, cultural or sporting interest
For a foreign natural person with international recognition of talent in science, culture or sport. The same quota and 90-day presence apply. At least 85% of the services must be used outside Andorra. The page asks for a curriculum that can be assessed (prizes, titles and recognitions) and for evidence of income from that activity in the year before the authorisation.
D.1.4 — private geriatric or medical centres
Authorises residence, for the life of the authorisation, in a private geriatric centre or a private medical or therapeutic care centre, for at least 90 days per calendar year, without exercising any labour or professional activity there.
How long the official page says it lasts
The initial residence-without-work authorisation is granted for two years; the first renewal for two years; the second for three years; later renewals for ten years, except for nationals of states that have signed and ratified a convention with Andorra (the page points to D.2). Confirm the cycle on the live text.
Non-lucrative investment: Law 2/2026
For residence without lucrative activity, article 96 of Law 2/2026 currently requires a permanent, effective investment of at least 1,000,000 euros in named Andorran assets; more than 800,000 euros per immovable unit if property is used; a 400,000-euro route via the Housing Fund “in accordance with the applicable regulations”; and an AFA income of €50,000 for the principal plus €12,000 per dependant, definitive and not refundable unless the initial authorisation is refused (BOPA). Think of the Housing Fund figure as a legal possibility, not a counter you can walk up to. The card-issue amounts on the official tariffs page are 3,000 euros (principal, residence without work), 1,000 euros (dependant) and 500 euros (that renewal). The English A/B/C map is on become a resident.
Income as a formula
The official document list requires the principal holder to show annual income above 300% of the current annual minimum wage, plus 100% of that indicator for each dependant. The page says this is evidenced, among other things, by a retirement or invalidity pension certificate, a tax return from the last country of residence, and bank certifications. It gives the working: base wage × 12 months × 3 for the principal. We do not convert that into a euro amount.
Documents listed (non-exhaustive)
The official list is expressly “enunciative and not limiting”. It includes, among other items, the completed residence-without-work form; passport, or for EU/EEA nationals a national identity card; evidence of owning or renting a habitable dwelling, or of having started a purchase that must complete within one year of the residence application; and a written commitment to the 90-day presence. Foreign official documents must carry a Hague apostille or be otherwise legalised.
Renewal (D.2)
The official D.2 page asks you to apply in the six months before expiry and to show principal and effective residence from the start of the grant or the last renewal. Income is again the 300% + 100% formula, evidenced, among other things, by a pension certificate, a tax return from the last country of residence, and bank certifications. The official list is enunciative. Read D.2 with counsel.
Official-verify: the live D.2 list still names, among other proofs, a pension certificate, a tax return from the last country of residence, and bank certifications. Living in Andorra states that Immigration now requires the annual income test to be shown by a certificate from an Andorran bank, and that a foreign bank certificate or foreign income proof is no longer accepted as a substitute. Confirm that practice with counsel against the live D.2 text. This site does not treat her income multiples as law.
This is not tax residence
Ninety days on an immigration page is not 183 days in the income-tax law. Read tax residence before you treat a D.1 file as a tax plan. Related routes: D.3 digital nomad, D.4 entrepreneur programmes, J.1 self-employed, all permit types.
