Her private A/B/C/D is a map, said once: A is official D.1 without work; B is D.1.2; C is D.1.3; D is official J.1. Official A.1 is employed residence and work. Official B.1 is family reunification. She does not take digital-nomad or entrepreneur files. Govern.ad still publishes D.3 and D.4. The full official list is on become a resident.

Compte Propi / J.1

Govern.ad still shows a live J.1 page, a J reservation, and a news note on Decret 75/2026: a general self-employed quota of 200 (150 foreign-investment, 50 liberal). That is the official quota text. Longer note: J.1.

Living in Andorra states, as of its 15 September 2026 index, that Compte Propi / official J.1 remains closed to new applications. A Category D note on that site reports a Compte Propi quota closed in October 2025, a February 2026 quota of 150 places reported as fully taken on the day it opened, and, as of September 2026, no new quota and no official news of a change to price or procedure. The same note speculates that a reopen may wait until parliamentary elections due by March 2027, and that procedure and cost may change when that is addressed. That timeline is a practitioner report, not a Government notice. Confirm on Govern.ad and the quota decree before you treat a place as available.

Official renewal papers ask for documents proving the company’s commercial activity in the period being renewed. They do not set a turnover floor.

Passive investment: Law 2/2026

Article 96 of Law 2/2026 in the BOPA (in force 13 February 2026) requires at least 1,000,000 euros in named Andorran assets for residence without lucrative activity; more than 800,000 euros per immovable unit if property is used; and a 400,000-euro Housing Fund route “in accordance with the applicable regulations”. Think of that last figure as a legal possibility, not a counter you can walk up to. The AFA income is 50,000 euros for the principal plus 12,000 euros per dependant, definitive unless the initial authorisation is refused.

Card-issue amounts of 3,000 euros / 1,000 euros and a 500-euro residence-without-work renewal sit on the official tariffs page. The 6% / 10% foreign-investment property tax is on a Govern news note of 26 February 2026 (Decret 58/2026). Ninety days versus 183 days is immigration versus tax residence.

Passive renewals

The live D.2 page says the 300% + 100% income formula is evidenced, among other things, by a pension certificate, a tax return from the last country of residence, and bank certifications. The official list is enunciative. Read D.2 with counsel.

Official-verify: the live D.2 list still names, among other proofs, a pension certificate, a tax return from the last country of residence, and bank certifications. Living in Andorra states that Immigration now requires the annual income test to be shown by a certificate from an Andorran bank, and that a foreign bank certificate or foreign income proof is no longer accepted as a substitute. Confirm that practice with counsel against the live D.2 text. This site does not treat her income multiples as law.

Official-verify: the published B.2 list does not currently name a bank solvency certificate. Living in Andorra states that, for active residents with dependants (family grouping), an Andorran bank certificate of solvency is now required at the first renewal as well as at the initial file, and that the certificate must be issued on the principal holder’s personal account — not a company account and not a joint account. Confirm on the live B.2 page and with counsel. We do not convert household means tests into salary multiples here.

Selling property

The official taxes are the impost sobre les plusvàlues (Law 21/2006, consolidated) and, where it applies, IRPF on capital gains. The Government’s IRPF guide describes an exemption for the habitual-and-permanent home when the seller is Andorran or can show five years’ legal, permanent and continuous residence, and reinvests in another habitual home here. Instruct tax counsel before a sale.

EES and the border-management agreement

A Govern.ad note of 2 April 2026 states that the European Entry/Exit System, rolled out from October 2025, is fully operational from 10 April 2026. Andorran nationals are exempt from EES registration under Regulation (EU) 2017/2226; so are EU / Schengen nationals and legal residents of a member state. The Andorra–EU border-management agreement has been initialled (rubricat) but is still pending signature, ratification and application: Govern news and AndorraUE.

Until that agreement enters into force, the same official note tells third-country nationals who hold an Andorran residence permit and who wish to travel to Schengen states other than Spain and France to check the destination or transit requirements in good time. When the agreement applies, Govern.ad says those residents, after a security assessment, should be able to make short Schengen stays without a visa, ETIAS or EES registration. That is a future official promise, not a present practice.

The official e-tramits renewal and first-issue pages say the photograph and signature are taken at Government premises, by appointment.
