Entrepreneur-programme residence — D.4
The Government still publishes a dedicated D.4 page. It is not a general start-up visa. It is residence for people admitted to the entrepreneur programmes that the economy ministry promotes.
Source: D.4. Residència per a participants en programes per a emprenedors — Govern d’Andorra. Financial means are those “set by regulation”. If the official page changes, use that page.
What the Government says D.4 is
A newcomer may apply, under current law, whose work does not require a fixed geographic location and who uses telecommunications and technology, and the tools chosen to take part in the programme for foreign entrepreneurs promoted by the ministry responsible for the economy, and who establishes principal and effective residence in Andorra for at least 90 days per calendar year.
How long the official page says it lasts
The initial residence authorisation is granted for one year, renewable for successive periods of the same length. That is shorter than the two-year D.1 / D.3 cycle on neighbouring pages. Confirm it on the live D.4 text.
Documents listed (non-exhaustive)
The official list is expressly “enunciative and not limiting”. It includes, among other items:
- passport, or for EU/EEA nationals a national identity card;
- criminal-record certificates from the country of origin, of nationality and of residence;
- a recent colour photograph to the stated format;
- a favourable resolution from the ministry responsible for the economy qualifying the person as someone whose work needs no fixed location and uses telecommunications and technology, as set by regulation;
- evidence of owning or renting a habitable dwelling, or of having started a purchase that must complete within one year of the residence application;
- civil-status documents as listed on the page;
- a written commitment to the 90-day presence;
- sufficient economic means as set by regulation, for the applicant and dependants;
- illness and incapacity cover for Andorra for the life of the residence (the page states a narrower illness-only cover for minors and for people over sixty);
- the applicant’s signature, and that of persons for whom residence is requested, committing to the 90-day presence and to keeping the insurance in force;
- Comú registration within one month of the grant, and proof of that registration within the same period.
Foreign official documents must carry a Hague apostille or be otherwise legalised. That sentence is on the same page.
