Moving from the United Kingdom
Andorra is not in the United Kingdom, the EU or the EEA. A British move is an Andorran immigration file. UK tax residence is a separate question for UK advisers.

Immigration is Andorran
The Servei d’Immigració publishes the same families of authorisation for everyone: residence and work (A.1 for an employer, J.1 on your own account) and residence without work (D.1). A digital-nomad route (D.3) is still on the official residence index. Start with become a resident and the live Government pages.
On the current A.1 page, nationals of EU and EEA states may present a national identity card instead of a passport. The United Kingdom is not listed there as an EU or EEA state. A British applicant should expect to present a valid passport, plus the rest of the published file: criminal records, accommodation, civil status, and whatever the chosen route requires. Confirm this on the page that matches your route.
The Government also publishes a note on residence-and-work authorisations for extra-community nationals. Whether that note applies to your file is a question for immigration and for counsel.
Conventions
The Ministry of Justice and Interior lists a 2001 convention with Spain and France, and a 2007 convention with Portugal, on entry, circulation and establishment. The United Kingdom is not a party to those texts. Renewal cycles on official pages sometimes differ for “nationals of states that have signed and ratified a convention”. That is another reason to read the live A.1, D.1 or D.3 page rather than a UK blog.
Tax is not the permit
An Andorran immigration authorisation is not, by itself, UK tax non-residence, and it is not Andorran tax residence. Several D.1 pages speak of 90 days. Banks, housing, schools
