Ninety days and 183 days are not the same life. A passive file can be a winter and a late summer. An active file is most of the year. If you cannot do the days, the parish does not matter.

The seven parishes

Parish	If you have to stay
Andorra la Vella	The capital. Ministries, banks, the everyday centre of the valley. Urban without being metropolitan.
Escaldes-Engordany	Joined to the capital. The public hospital, a broader residential grain, fewer of the capital’s busiest corners.
La Massana	Western valleys. Pal and Arinsal for ski; the village itself has a more year-round street.
Ordino	Northern woodland and villages. Slower than the central valley. A short drive for larger errands.
Encamp	Working parish on the road to Grandvalira. Pas de la Casa is a frontier ski-and-shop settlement, not everyday Andorra.
Canillo	High eastern valley. Soldeu and El Tarter in winter. Further from the ministries. Confirm winter driving.
Sant Julià de Lòria	Southern gate on the Spanish road. Lower, less alpine, closer to Catalonia and the university.
