Moving from Spain
The southern road is short. The file is still Andorran. Spain and Andorra are separate tax and immigration systems.
Official letter codes and Law 2/2026 amounts are on become a resident. Read Govern.ad and instruct counsel in both jurisdictions.
The 2001 convention
The Ministry of Justice and Interior publishes a convention of 14 June 2001 between Andorra, Spain and France on the entry, circulation, stay and establishment of their nationals, and on the circulation and stay of third-country nationals in Andorra. That text is listed on the ministry’s conventions page. It does not replace an immigration authorisation.
Documents the Government currently describes
On the A.1 initial authorisation page, nationals of EU and EEA states may present a valid national identity card instead of a passport. Spain is an EU member state. The rest of the published file still applies: criminal-record certificates (apostilled or legalised), accommodation, civil status, a contract for workers, and the medical review. Self-employed J.1 and residence-without-work D.1 have their own lists. Official B.1 is family reunification.
Official pages also note that nationals of states with a ratified convention may follow a different renewal cycle. Confirm that on the renewal page that matches your permit.
Where people actually live
Sant Julià de Lòria is the first parish on the road up from Spain. The capital and Escaldes sit further up the valley. That is geography, not a recommendation. Read the parish notes before you instruct a search.
Tax, banks, property
Leaving Spanish tax residence is a Spanish question. Andorran tax residence is published by the Ministeri de Finances and summarised on tax residence (183 days or centre of interests, not the D.1 90-day diary). An immigration permit is not a substitute for either.
Bank accounts, non-resident purchases and permit types are the next notes. Named counsel and agents: directory.
